O Diário Oficial da última sexta-feira (17/10) trouxe uma jogada que merece a atenção do cidadão acreano. A Secretaria Extraordinária de Esporte e Lazer (SEEL) formalizou dois repasses que, somados, ultrapassam R$ 716 mil. O beneficiário de ambas as verbas? A mesma organização: o Instituto Vida Plena.
A primeira assinatura, no valor de R$ 500.000,00, tem como objetivo a realização de competições e cursos de formação em regras esportivas na regional do Baixo Acre. A segunda, de R$ 216.250,00, visa o mesmo tipo de atividade, mas desta vez na regional Envira. Ambos os contratos, com vigência de um ano, são fruto de emendas parlamentares, um mecanismo comum para direcionar recursos públicos para projetos específicos.
Investir no esporte é, sem dúvida, fundamental. Competições movimentam as comunidades, promovem saúde e revelam talentos.
A questão aqui, no entanto, não é o “quê”, mas o “como” e o “para quem”. Por que um único instituto foi escolhido para gerenciar dois projetos tão significativos em regiões distintas do estado?
A concentração de mais de R$ 716 mil em uma única entidade levanta perguntas que merecem ser respondidas com transparência pela SEEL:
- Qual foi o critério de seleção? Houve um chamamento público ou processo seletivo que demonstrou a expertise superior do Instituto Vida Plena em comparação a outras possíveis organizações locais?
- Qual o plano de trabalho? Quais competições serão realizadas? Que cursos serão oferecidos e quem poderá participar?
- Como será a fiscalização? Como o cidadão poderá acompanhar a aplicação desses recursos para garantir que cada centavo seja de fato revertido em esporte e lazer para a comunidade?
